    Recent weeks have tested the Obama administration’s efforts to train and arm Syrian moderates, and the defeat of Harakat Hazm, a moderate US-backed militia in northern Syria, has only strengthened claims that ground troops will be required to supplement ongoing operations against ISIS. Amid the growing furor over the White House’s policy toward Syria, Congress is edging closer to a critical decision about whether or not to involve the CIA in training operations in the war-torn region.
